Age GradesGrades will follow the formats as listed below.
All ages recognised as at 1 January
Under 6 - Rippa Rugby
Under 7 - Rippa Rugby
Under 8 - tackle (from start of season)
Under 9 - tackle
Under 10 - tackle
Under 11 - tackle
Please note no weight restrictions apply in these grades, however any obvious anomalies will be dealt with individually.
Participation Criteria
( Asterisks * refer to dates laid out in this year’s Competition Calendar).
EntriesClubs may enter as many teams as desired.
Clubs must adhere to the timeline in regard to entry and information deadlines *
Entries will be returned on forms supplied by JAB on or before specified date for JAB Competition *
RegistrationPBRFU will promote a JAB Muster Day*, However Clubs may register players before this date.
Team entries, ie. the number of teams entered by each Club, are to be confirmed with the PBRFU by the date specified*
All NZRU Registration forms are to be accurately completed, and all players are properly registered by the date set by PBRFU *
NZRU policy states that as part of its insurance cover agreement with ACC, all players must appear on the NZRU official register of players.
(Some Clubs are able to enter registration details straight into the NZRU database, others do not have this ability yet. PBRFU asks that Registration forms are returned to the Office by the required date unless prior arrangements are made).
Notes regarding the NZRU Registration Sheet
The Small print at the bottom of the Registration form states that the signature “constitutes authorisation of the use and disclosure of personal information” on the completed registration form. According to the NZRU, as long as a parent / legal guardian has signed a registration form in the past, their signature is not required again.
The PBRFU JAB asks that wherever possible, the signature of the parent / legal guardian is sought
The information on these forms is extremely valuable to both clubs and the PBRFU JAB. Clubs can use all the information for their membership database, and the JAB can use information eg. E-mail addresses to compile mailing lists for junior newsletters. Please do your best to record as much information as possible, and carefully check pre-printed forms for any changes there may be from the previous year’s information.
For those participants not in attendance on Muster Day or taking up the game after the registration cut off date, forms must be completed and returned to PBRFU prior to participating.
All players must comply with age restrictions as at 1st January of year participating, e.g. U6 = 5 years old, at 1 January, turning 6 during that calendar year
If a child turns five during the playing season he/she may play at the start of the season with the parents/caregivers signed permission.
Verified Team ListAt the completion of grading (after the second week of play*), all teams at all matches in U10 to U13 grades, must have an accurate team list of participant’s registration details, including birth verification and weight (where appropriate).
Any new players joining the game after this date must complete the same registration process prior to playing.
A copy of this team list must be sent to PBRFU JAB at the completion of grading (after the second week of play*and before the third week of play).
The management of each team must carry this list with them at each and every game and make it available for perusal by JAB officials, opposition coaches and management. Failure to do so will incur penalties
Dispensations
Application for a dispensation must be made on the official application form, and can be supported by a brief letter from the parent / guardian / caregiver along with supporting official medical information.
Applications made purely on the basis of age will not be considered.

Applicants have the right to appeal to the PBRFU, the decision made by the JAB Committee
TransfersA player is deemed to be a member of a club once one game has been played for that club. Player transfers require the permission of the JAB and no transfers will be permitted after the 24th of May, except in exceptional circumstances. Transfers require 48 hours before the player is able to take part in a competition game for a new club.
Once a player is registered with a team within a club, they must remain with that team for the season, unless that team has disbanded or the player moves to a different grade, except where there is prior agreement between coaches and/or JAB officials.
Weekly Results and Team SheetsCoaches and/or team management participating in weight and age restricted (U10 to U13) grades must complete accurate team sheets (provided by PBRFU) on a weekly basis which must be available for perusal by opposition team management and a copy handed in, complete with results and point scorers, at the completion of each match.
This is to be placed in the Results box, if available, or else the Club delegate is to ensure that the Results/Team sheet is with the PBRFU by 5.00pm Monday.
Failure to do so could mean points will not be allocated to the team.
Coaches
This will be addressed again further on in this manual, but the importance of suitably trained coaches cannot be stressed enough. The Smallblacks coaching courses that are delivered by PBRFU are age specific, and anyone involved in the coaching of junior players must have completed a coaching course relevant to the age of the players in the team.
Failure to do so will mean the withdrawal of their team from competition.
Duty Teams
Clubs are required to provide manpower at the Saturday Morning venues.
The Ground Marshall is an extremely important person at these venues, and Clubs are asked to nominate someone who, when their club is on duty at a particular venue, is able to resolve some of the issues that come up from time to time. An understanding of the rules can be gained from this manual, and the Poverty Bay Rugby Football Union will help and support the duty Marshall in any way they can.
